Muscat Municipality Offers 12 Investment Sites Including Four Waterfront Projects

Muscat Municipality has put forward 12 development opportunities in the Omani capital for private investors, four of them large waterfront projects. The sites, offered on long-term investment terms, cover tourism, leisure, commercial facilities and public spaces, and will be presented at the Urban October 2026 event organised by the Ministry of Housing and Urban Planning.

The waterfront projects are in Qurum, Muttrah, Seeb and Qurayyat. In Qurum, a site of more than 1 million square metres would link the Nature Park, protected mangroves and Beach Road, with plans for a 1.6km promenade, kiosks, seafront cafes and a seasonal market. Near Muttrah’s historic port, the plans include commercial buildings, parking, public spaces, craft and food markets and a small hotel. Studies are under way for a promenade along Seeb’s 10km public beach that could feature restaurants, water sports and family entertainment, while 169,150 square metres of coastal land in Qurayyat has been set aside for a public park. The municipality describes Al Thalath, near Mall of Oman, as the most advanced project in the portfolio. Its completed design includes a four-star hotel with 220 rooms and 10,100 square metres of leasable office space. The scheme won the municipality’s first international architectural competition and is now waiting for an investor to fund construction. Another project, Bousher Dunes, is planned as a 54,175 square metre leisure destination with off-road activities, a 600-seat open-air theatre, a visitor centre, a restaurant, food trucks and retail outlets.

Six of the sites have designated uses but no finished designs, which leaves investors free to put forward their own plans. Farid Khalfan Al Rjebi, investment adviser at Muscat Municipality, said the uses were selected to match market demand and that designs for several projects are already well advanced. “The next step is for developers and operators to move these projects forward,” he said.

The municipality links the programme to Oman Vision 2040, the national strategy that seeks wider private sector participation in the economy and higher levels of foreign investment. Investors will be able to review the full portfolio at Urban October 2026, where the opportunities are being offered on long-term terms. They range from fully designed schemes such as Al Thalath to open sites where the use has been set but the design is left to the developer.
